There are people who are very less motivated and they can do wonders if they are motivated. But there is no one to motivate them may this is the fact that others don't know how to motivate due to which great people having talent can't come up to show that how wonderful and amazing they are and can be for others and this world.
We find at various places especially countries that are underdeveloped or developing countries that people working at very unrespectable jobs like sweeper etc but they posses great talents.
And above all you can motivate any kind person to whom you have the access. They can be changed in the following ways:

Be determined that you can change and motivate them

Tell the person the benefits of doing the particular things

Show him/her the prospects

Tell them the advantages

Also tell there is no harm even if they lose

Get in to their mind from their eyes and speak what you want them to do

Tell them that they are the best and no one is like them in this world

Keep telling them for how good and best they are

Program them

Stay and socialize with them

Tell them that you really expect a lot of them and they can do anything.

Prepare them to be the best

Teach them all the essential and important things are concerned

Train them if possible.

Be kind and normal

Show respect and earn it as well

Give them time and space

Give them an environment for learning.
